Shutting off the gas is a good safety practice in addition to a band-aid for a carburetor that is a little leaky.
This is a classic symptom of "old iron." Things wear out, even carburetors. You've had the tractor for 5 years, but how long has it been since the carburetor was touched? 10? 20? 50 years?
A new needle and seat will probably cure the problem, but carburetors are a little finicky. I'm still searching for the secret of getting them put back together right the first time, every time.
On mine, the brand new needle will stick closed if the tractor sits for more than 24 hours. Float's not sticking. Tried multiple needles and seats. Tap on the carb and it works fine.
