It was probably put on either because someone thought it should be where (fixing something that wasn't broken)) or because it quit charging. This would give a fixed (medium level) charge rate if the field wire to the light switch is broken, if there is a problem in the light switch or any connection from the field wire through the light switch to ground is bad.
