Were you sure to put the primer cups back in the head/ make sure they are tight? This will reduce both the compression and also reduce the fuel flow makeing it appear to starve for fuel. These thread down though the valve cover and are alongside of the oilers. They are a funnel shaped valve on a piece of 1/8th inch pipe. I failed to put a set of these back in a tractor many years ago when I was a young-un, it would spit and sputter just like you say yours does.
