Do you hear the magneto snap twice for every round you crank the engine with the hand crank? If not there is an internal problem in the magneto.
Can you adjust the mag so it snaps when the notch on the crankshaft pulley passes the pointer on front of engine? If not the gears on front of engine are out of time. You can cheat it a tooth at a time by removing the governor and reinstalling it on another tooth to adjust if that is the problem. To properly time those gears, you must remove the front bolster, crankshaft pulley (easy to break), and the front cover.
Is the spark at the plug blue and at able to jump at least 3/8 inch? if not, spark is weak. can come from bad wires, cap, or coil getting weak.
