lot of schools of though on this one. i would think after sitting 15 years, you are looking at stuck rings, maybe rusted valve stems, dry bearings. first thing i would do is drain the oil and take a look at it for water. pick up a gallon jug of pb blaster penetrating oil. pull the valve cover, soak the valve train real good, also pull the spark plugs and get 3-4 tablespoons of pb blaster in each cylinder and let it sit for a couple days. then pressurize the oiling system (a pump type garden sprayer with a hose hooked to the oil pressure line works good). get oil in the gallery and on the bearings. maybe flush the motor with kerosene. refill with fresh oil and a new filter and bump the starter, see if it breaks loose. if it does, then clean up the fuel system and ignition system, and see if it will start.
