Binder books has all the manuels for your 400D. This is the procedure I use for starting my 400D as well as my TD9 and International 600D. On the 400D the only throtle control you have on the gas cycle is the choke. Once I have the both fuel valves turned on I pull the needle valve lever back to open them. I pull the choke full on and hit the starter. Once it fires I push the choke in to half choke. Once the engine warms up a little you can gradually push the choke in and the engine will gain rpm. I use this method for any weather.
