You are correct. I haven't seen that setup before. We had a 674 for about three months and traded for 684 with T/A so never changed fuel filters on it.
Here is my suggestion for primary fuel filter bleeding, with your hand on the bottom of primary fuel filter holding filter assembly in place loosen nut # 11 a few turns and let fuel escape until air bubbles stop then tighten nut. Primary filter should be full without air, next bleed secondary via screw #13.
Some positive air pressure in fuel tank will assist in bleeding and priming the Bosch injection pump.
So on that model does the fuel line from the tank come in one of the inlets just above the #8? The 684 has 2 bleed screws and the tank inlet comes in from the top of primary filter.
Another quick check is the STOP/START/RUN control cable on the side of the Bosch injection pump. In STOP position lever on the side is all the way back against the adj. screw. In START position the lever is about 1/3 the way to front limit adj. screw and the plunger is exposed from barrel of the excess fuel plunger. In RUN position the lever is all the way forward limiting on the front adj. screw.
