I'll have to do a little more digging to find the actual law. In the mean time passing/no passing zones, solid yellow lines and common sense will need to prevail.
I had a guy drill me in the left door up in MI. when I was making a left that I had signaled well in advance. The trooper cited him for passing in a no passing zone, there were both signs and well painted lines that the guy ignored.
