Hi Roger, in the resting position there should be 7" from top of foot rest to bottom of clutch pedal foot pad. This is adjusted by set screw by steering arm. The free movement is 1/2" and that is adjusted by loosening the two bolts on clutch pedal and rotating clutch shaft with wrench. We had 434(newer model of B414) back in the 1970s and we had the same problem getting the PTO into gear and adjusting the clutch didn't help. The problem was the pressure plate finger adjusting bolts had worn a groove into the finger and by turning the adjusting bolts 1/4 turn the bolts were no longer in the worn groove and it fixed the problem.
