Check it by: Taking the starter apart. Putting one lead of an OHM meter on the Shaft (clean and bright), then touch every one of the copper bars of the commutator independently. There should be no conduction (infinity). If any bar is shorted, you can look at it closely to see if there is obvious fixable contact, but usually none is found, and it is toast. If it is not shorted, the field or brushes must be. Look over closely, and Ohm out the components. Sometimes it is a bad insulator, or brush holder. Buying a good used, or rebuilt may be the only answer. If it slowed down over a half year of use the armature probably was contacting the field and heated up shorting the wires. JimN
