Steering mechanism is identical for both Stage I and Stage II Super H - and also the regular H for that matter....

If the pivot shaft (the shaft coming out of the bottom of the steering box) is turning with the steering wheel the ONLY way the front wheels cannot turn is if the pivot shaft has snapped near the bottom.
The pivot shaft is a single piece forging. The worm wheel is mounted on a tapered spline at the top end, and the lower bolster/front wheel assembly is bolted to the square flange at the bottom. There's no key, etc that can shear.
