Hmm, if the shaft that comes out of the bottom of the steering gearbox is turning properly, that's not good.
I believe that shaft from the splined end that holds the gear all the way down to the plate that holds the pedestal is one solid piece of steel. The plate is welded on the bottom.
This means the shaft itself has broken off somewhere in the lower part of the bolster. There must be enough of a stub left on the pedestal plate up into the lower bushing to keep it from falling off.
