Valve seals are not original equipment. That hairpin clip is to keep the valve from dropping into the cylinder in the event that the spring breaks. You CAN install valve seals or umbrellas if desired. Quite a few Hs smoke blue for 15 seconds or so after start up. It isn't right, and really should not be happening on a freshly rebuilt motor, but it doesn't really hurt anything. You can either tear it down and install the seals or you can just live with it. If it were mine, I think I might go have a talk with the machine shop that did the work.
