I had the same issue on my F-4 with the E4A impulse. Found out I was winding it tight enough. This is how I was able to get it tight enough.
When you put the impusle cover (the one that covers the weights) on you hook it in the first notch. Than you need someting such as a socket and ratchet to hold the nut in the center ( the manual might mention a nail here, im not certain). Holding the nut you than have to wind the impusle about halfway around to the next notch and hold it down in. Than put the retaining ring on and its back to how it should be.
