I'll ad two ideas. If your starter is a solenoid type with a mechanical link to the drive gear (a plunger that attaches to a fork which pulls the pinion into mesh with the ring gear), the jumping across the big terminals will not make it engage the gear. It is necessary to jump from the battery cable terminal to the small terminal (usually has an S near it) to make the solenoid operate. Without this, the starter motor just spins. If your starter has a Starter Relay (not technically a solenoid) it will have two large electrical connections, and (probably) 2 small. One labeled S the other I. Jumping across the two big terminals of this relay should make it start (with lots of sparking. Jumping from the battery cable terminal to the S terminal should also work. (much less spark) If this type just spins the starter. Either the battery is weak and not slamming 100% effort into the drive, the Starter motor is dragging pulling high amps but internal friction from rubbing parts is preventing it from spinning the drive fast enough for engagement, or the drive is sticky and not spinning out into the ring gear.
