Your one small terminal on the solenoid should have battery voltage all the time. The other S terminal won't have voltage. This probably feeds voltage to your starter switch and when you push a starter button or twist a key voltage will flow to the S terminal on the solenoid and the bendix should engage the ring gear and crank the engine.
You need to have good battery cables and all connections clean including where your battery is grounded. You need a fully charged battery too.
You can check for voltage using your volt meter to see if there's voltage at the S terminal when the starter button is depressed or when the key is twisted. You will need a helper. When you jumper across both of the small terminals you're bypassing the key starter or starter button. You need to trace those wires off the small terminals on the solenoid. Use your meter. Hal
