The dust plate you mentioned is a tin plate bolted under the radiator, most of these have been removed, so you most likely don't have this plate. You can get at those nuts with a 5/8" wrench, but be sure to remove the cotter pins from the castle nuts first. They are a pain to get at, but it can be done.
