Perhaps they are referring to the modern 1960's+ sealed beam red/clear tails such as came on my 1966 140. Those were wired to a four position (off, dim, bright, rear) rotary switch and had no switch of their own. If wired to a three position switch, you would have no way of controlling the rear clear light. If the tail has its own switch and only one supply wire, it certainly makes no difference what kind of switch it is wired to.
