Reread your post and realized this isn't your tractor. I'm not sure whining is normal although mine does some cause of the screen, etc. Could be headed towards a bad power steering pump. Drive it and check the steering. Yours would have 2 pumps identified by 2 lines coming off of the left side of the transmission housing. One for power steering and one for draft control.
Don't know what to say about the oil on the exhaust manifold. Mine seems to have a place or two there by the exhaust manifold bolts (rear may be right if I remember correctly) where there is some type of fresh oil seep. I've run it for hours moving hay with no problems. However mine also has alot of blowby(oil smoke coming out of the blowby tube under pressure) but I still use it and it doesn't use oil (maybe 1/4 qt in 3 hours) like a couple old cars I had years ago. I have to keep the oil filler cap screwed on tight or it will blow oil out. It does not have any blue oil smoke coming out the exhaust though. I've never run a compression check on mine. You should have the dealer do that while you watch. I suppose you want 125 psi per cylinder or so.
Maybe someone here can identify this problem but I wouldn't expect your problem to go away. You need to run that tractor around the dealers yard for an hour or two or take it home on a trial run. Does he sell used cars too? Not sure I'd trust a dealer (cars or tractors) who says the noise they make is normal. Like a car dealer told me after I started up a fuel injected car that was running rough, he said it was because it hasn't been started in a week on the lot. I told him yeah right and left.
You haven't said what you want to use it for and how bad you need and have you checked the pto, draft control, TA clutches, tranny & clutch or hydro, etc. Talk to the old owner. Sounds like you have enough issues to negotiate with though.
