First number is width. Second number is rim size.
There is no law against going wider or narrower, within reason. Maybe a half inch to an inch in each direction of the OEM size.
You can't use a tire meant for a different rim diameter. The only time this isn't obvious is if you're putting 16.5" tires on a 16" rim. They'll fit but the beads don't make proper contact with the rims and could slip off under heavy loads, or even during mounting. I'm sure there were many injuries and probably a few deaths associated with the 16.5" tire size. That's why they are not common any more.
There is no problem using 6.00x16 in place of a 6.50x16. You probably can get the tires cheaper, right? They'll be narrower and a little smaller overall.
