It's been a long time since I had one apart that still had that spring but I think the other end of the spring attaches to the loop in the cotter pin.
You can check the glow plugs one at a time with the glow plug meter but attaching one wire at a time to the plugs and watching the meter. They usually go up about 1/4 to 1/3 on the meter if they are good.
