1987 is firmly in OBD-1...which means the emission control devices (really fuel-injection control devices) are "open loop". The ECM in this vehicle would not know if you used the EGR valve to pump up an exhaust-liftall 8-)
The main goal of OBD-2 was to have "error proofing" of the primary sensors to ensure they function correctly. Much of the double-checking responsibility falls to the O2 sensors, especially the one after the catalyst.
Fuel injection is the main emission control device when you look at it, while this seems impossible, it allows a precise control of air-fuel ratios....so the catalyst can burn up all three major pollution "chemicals". The catalyst is effective on all three only in a narrow window...get just a little outside the "sweet spot" and the efficiency on 1 or more pollutants falls off the table.
