Harvey: You have a Cub LoBoy and the serial number is 21969 the number you found on the steering box. Metal tag on steering box is the location of Cub serial numbers. I suspect Cub and Cub LoBoy share the same sequence of serial numbers. J stands for rockford clutch. All those numbers you see ending in Rxx are part numbers.
The engine will have a serial number, however I'm not familiar where it is on a Cub. You have to remember that Cub engine is quite unrelated to other IH engines. Most other IH engines have the engine serial number directly below number 1 plug on right side and that number is stamped on a machined flat surface. It is stamped, as opposed to cast letters or a tag.
Most other IH engines being overhead valve, places the plugs on the side, however Cub plugs are on top. Look for the machined flat surface anywhere on the block.
