Hi, sometimes it is the linkage from the PTO lever to the actuating valve on top of the MCV valve under your left foot where the hydraulic filter is located. The hydraulic filter is fastened to the MCV valve and the PTO valve is under the rubber boot that is on top of the MCV valve. So with some of your favourite penetrating oil, lube the control linkage and also under the rubber boot. There is an adjustment for the control linkage and if you require it re-post and I can scan the pages from my service manual.
