My Super A sat outside for 10 years, I had no issues with the hydraulics. You mentioned yours was inside which is even better. As others have said, only pay for what you know about the tractor. I would not be as concerned with the time it sat, but the way it was used in the past. Does the tractor have a crank that you can use to turn it over (or see if it's stuck) ? Someone else commented on the carb, again, with my experience on mine, it wasn't an issue. I just cleaned it out and it seems to run ok. Do you know if the tractor has a mag or coil ? either or, not a huge complicated deal for most.
I would offer as much as you feel you can get from parting out if it comes down to that.
