Hi Lynn, there are two levers that operate the 3pt hitch. The one closest the fender is the draft control and should be fully forward except when using in ground implements like a plow or cultivator. The second lever is the up/down and is closest to seat. There are two valves at the front of the seat. The one at your left hand is push and turn a 1/2 turn and it controls the the GPM flow to 3pt hitch either 3 or 6 GPM. Pushed in or SLOW position is 3 GPM. The other valve at your right hand is a SHUT OFF valve that either lets hydraulic oil flow to 3pt or auxiliar vale and this valve should be in the OPEN position to allow 3pt to work. Check 3pt hydraulic oil lever by opening pipe plug behind the seat on top of rockshaft casting. Should be able to see hydraulic oil on top of a shelf when you look down the hole. Use IH Hytran or equivalent to top up.
There is also an inlet filter but that shouldn't stop 3pt all of a sudden. The other problem that occurs is front lip seal in hydraulic pump leaks hydraulic oil into crankcase. Check crankcase oil lever to see if is over full.
