504 International, won't start

Ok, I was told by friends that as soon as a bought a Skid Steer that my tractor would stop running...lol I guess they were right. Here's the deal and any input would be much appreciated

I have a 504 that has always started good, but will only start on very low idle, but none the less would still start even in the coldest weather, until this winter. I have spark to the plugs, they seem to be wet (flooding?) I can crank it over and it will try to start(maybe 1-2 seconds) then kill and crank and crank and crank and nothing. Gas has always leaked out the bottom to the point that I always shut it off at the tank, but seems to be worse now, it is a steady 20-30 drips per minute out the round (filter?) on the bottom of the carburetor.

Also the tractor ran a few weeks ago when I was getting the snow blower on it for winter but did not want to throttle up when I gave it the gas. Took the carb off at that time and cleaned it. started and throttled up fine, now 2 weeks later it will not start. Tried starting fluid, nothing, There is spark to the plugs and gas was drained out and replaced with new. Replaced the roter and cap this spring along with new plug wires and coil...

Ideas what I need to look for next? going to try and reset the float in the morning and see if that helps...
