First thing I would do is check the battery to make sure its good for sure. If that don't work check the starter out. Had a tractor I picked up and it was real slow cranking. Had the starter rebuilt and it was fine after that. So gunked up it wouldn't turn. A lot of people seem to over look this especially on a 6 volt tractor. they right away want to jump to 12 volt to solve the problem,but mean while the starter is the only problem and the 6 volt system is fine
