Which pump does it have the RD or the Bosch The reason for asking is the top lid on the RD will leak then lose prime. I think it sounds like the return line is plugged or there is an issue with the governor in the pump. Are you sure it is timed right that will give both problems. If it has the RD pump you have to get #1 up on compression, then take the little cover off the side of the pump the govenor shaft will be there with a mark on it. The cover has just 2 screws in it. Then with the lid off the flywheel housing line the mark up with the 50degree mark BTDC if that is right you should be set.
