I am not sure how it is measured either, the automotive services firm who rebuilt my O-12 engine rebuilt the carburetor. They had a copy of the manual and seemed to get it right. I had made all the gaskets, except those for the cylinder-head and manifold, and I had stripped the engine down, they had to hot-tank the block 3 times to get the old sleeves out as there was a crack, not leaking, in the bottom water jacket and they needed to get at from the back to weld it well. They did a great job, cannot see the weld. We put in new sleeves and pistons, reground the crank shaft. They had to rebuilt the governor, all the balls from all the bearings were found in the sump and the rock-shaft from governor to carburetor had been broken at some time and then brazed together where there was meant to be nutted connection. The brazing had destroyed one bearing on the rock-shaft and the debris from that had done the rest. I still need to play with the governor setting to get idle speed down as I cannot get it to idle less than about 1000rpm with the throttle fully closed and full rpm at about half throttle.
