It could be the brake bands, they stick if left on for a few years. My Dad bought a W-4 a while back and it sat in a shed since 2001 with the brakes on, they are very stuck. Soak up the brake bands in PB Blaster and try to get the covers off. If you think it is water in the transmission, remove the drian plug, if no oil comes out, put your finger in the hole to feel if there is ice in it.
