If you are putting the O ring in it I would use the .001" clearance. this allows reasonable assurance of a tight compression of the ring. If you are leaving the ring out (a crapshoot in my opinion) theinterference fit is almost mandatory to prevent massive leaking. Varianbility within the production of the sleeves might also require individual fitting of each to a hole. Where as if O ringed the variance would be of less concern. JimN
