The arms are for a radiator shutter system (probably gone) that raised engine temp for use with distillate fuel. The running issue could be as simple as setting and cleaning the points. Do not replace components one after another until it runs. The analysis process is best done by thinking about the symptoms. The distributor cap could have condensation or cracks. Try the point adjustment first. If it is a mag, the points are behind the geared rotor mechanism. Note carefully where the rotor is pointing before removing the rotor!. Gap is .013" mag, .020" distributor. JimN
