With the tractor shut off, Set the throttle lever wide open on the dash. Go to the link (part 19 in the diagram) and remove its connector pin, or clip. Move the governor control arm in the same direction as it would move to make it go faster. if it moves in this direction, the link needs to be shortened until the rod pulls all the way on the lever. This assures that the governor is fully open from the control lever on the dash. Next make sure the throttle plate is just held fully open bu the link to it from the governor output link. (throttle lever on dash still wide open tractor off) These assure the tractor linkage is set to open the throttle as designed. If it still will not get to High idle spec, the governor may be needing adjustment. I hope this helps, JimN
