IF ya get the CLICK then i doubt that it is the safety switch and lean more to the solenoid as the contacts inside of it are burnt and this is why it just clicks . At the moment here having a memory laps as i can not see in my head what solenoid that is used on a 584 , if it is a Delco you can remove it off the starter with out removing the starter from the tractor and by removing the backalite cap you can turn the contacts 180 degrees and clean up the disc and you can get a bit more life out of it.
