After doing what previous posters suggest you might try opening the bleed screws on the injection nozzles to see if that reduces the smoke during starting. Fuel will come out as the pump is set to the point where it will not produce enough pressure to open the injector but will deliver on an open line. If this does help you start, then eiether the stop screw inside pump needs to be set or the rack. Just make sure lever on pump will reach internal stop when in shut off positon. I also play with the ignition timing when it is running , setting it as retarded as you can for max rpm. Some 450's do not have any automatic advance mechanism in distributor, early ones had an 8 degree advance and they started a little better.
