OK...I don't know this tractor but have used 3 pt a lot over the last couple decades. If it won't lower, the fluid cannot move to allow it. On some tractors there is a valve to adjust the speed that tractors lower if it has one way hydraulics. This valve fully shut will keep it from going down. Otherwise maybe you have something restricting the flow? It's basically plumbing...trace it down to the most likely source.
