There could be something else going on, but it sounds like a simple free-play adjustment is your first best bet.
When pressing the pedal, you should meet a very slight spring resistance, which is nothing more than the return spring that holds the pedal up. As you press further, you'll meet more resistance as the the throwout bearing contacts the clutch fingers. At that point (you can do this standing on the ground and pulling the pedal by hand) measure your freeplay, which is the horizontal distance from the front of the seat/transmission deck to the rear edge of the pedal arm. For an H that distance should be about 1-1/8" when you start to fell the heavier resistance. If it's more than that, then a freeplay adjustment may be all you need.
Of course, it's been a while since I worked on an H, the manual says the adjustment is external and "self-evident", and I don't have one handy to go look at. So I'm just gonna speculate here and say that you will see a rod between the pedal shaft and an arm or cam further ahead on the torque tube, that will move when you step on the clutch pedal. Somewhere along that rod, probably at one end or the other, you will see a threaded section with two or three nuts. That is your adjustment point. To take up excessive freeplay, what you want to do is change the length of that rod by loosening the nuts and threading them to a point that you get to that 1-1/8".
With some luck, someone will jump in here with some better advice as to which way you need to go -- shorter or longer on the rod -- as it depends how the levers and cams on both ends are set up, but you should be able to puzzle it out by trying one direction then remeasuring.
If you get it running in the right dirction and run out of thread before you've got it right or close, then there could be another issue, but try that first and let us know how you make out.
