My best guess is that the, or one of the, relief/bypass/safety valves is plugged somewhere keeping everything under constant high pressure. Overheating pumps will burn out the seals. This is assuming you have working hydraulics and the pumps aren't running dry.
Check out the hydraulics diagram in your book or the caseih.com website to find the relief valves. Plugged with sludge or something. Remove the valve and then crank it over to see if fluid is flowing. It may have one on a block by the draft control housing and one under the seat and plate in the draft control housing.
