First thing i would say is that at a stand still they are not going to be really smooth, not sure how hard it is to turn yours. On the Super MD it will turn the wheels not moving but it has to be at least 800rpms to build pressure. Your system maybe air locked too perhaps. What i did one time on a M that the power steering lost all the fluid and drained out over the winter. I jacked the front of the tractor up just enough to get the weight off the front wheels. Started the tractor gave it about 1/2 throttle and turned the wheel back and forth from the stops about dozen times, put it back on the ground and it was fine, no more troubles. Give that a try easy thing to start with anyway.
