Remove the oil pressure gage and crank the engine. If oil comes out the gage hole, then there is some oil cirulation and the pump is primed. The problem is something else. I had this problem a couple years back. I was told that maybe the rebuilder left out one of the oil gallery plugs. A couple of these are internal and can't be seen without some disassembly. The parts catalog information shows where they are. One is behind the cam drive gear. In my case, it was none of this. The problem was that the idler gear in the timing gear chamber at the front of the engine had come loose. The retainer bolt that holds it had broken (or been twisted off by the rebuilder). Oil pressure pushed the gear out so that oil leaked out of the gallery and drained back to the pan. The gear still meshed and the tractor would run, as the the front cover kept the gear retained enough so that it did not come loose and out of mesh. If it's something in that timing gear area, you are looking at pulling the front pulley and the timing gear cover to find it.
