You bought a REPAIR manual, and you're expecting it to tell you how to perform MAINTENANCE. Wrong tool for the job. You may as well be pounding nails with a pair of pliers.
Get the owner's manual. That will include the maintenance how tos that you're looking for, oil types, capacities, lubrication points, maintenance intervals... It's all in there.
There should be a round cover held on with wing nuts on the right side in front of the wheel. This cover should be on a 6-sided plate that bolts to the side of the tractor. Removing either will give you access to the hydraulic filter. You will lose a couple gallons of fluid.
If changing the filter doesn't fix the problem, changing the fluid won't help. You've got bigger problems.
