I didn’t see that exact symptom in the troubleshooting section of the manual. This is the closest thing:
Condition: Control valve cannot be readily moved from neutral.
Causes/Remedies:
1 – Control valve gang retaining bolts (i.e., valve mounting bolts) and stud-nuts too tight, pinching valves in valve bodies. / Loosen retaining nuts and bolts. Re-torque to 25 ft-lbs.
2 – Control valve linkage binding. / Check and free up all hand levers and linkage.
3 – Orifice in upper unlatching piston plugged. / Dismantle control valve, clean thoroughly, renew gaskets and seals.
4 – Control valve and body scored. / Replace old valve with new. Check system for dirt, abuse or cause of failure.
