I had this same problem, on my 464 over last winter, a real PITA to fix, if you know not much of the steering control box it is best left to the IH dealer, mine cost $225.00 to fix, but I did take him just the valve and not the whole tractor, fairly easy to get off the tractor, maybe an hour or so, more time just trying to figure out what needs to come off, and to fix the leak, it has to go back together, inside the vavle is small parts that need to be tighted enough, but not to much for the steering to work properly. Well worth the time to take it off the tractor yourself and have the dealer do it. My 2c.
