Well you have a choice, the carb is either a 3/4" Updraft or a Zenith. If it is the 3/4" updraft.. then you need to rebuild it again. Pay very close attention to the float, the float hinge and the needle/cage. Something is sticking. It could be something simple as dirt in the tank, migrating into the fuel sediment bowl and into the carb via the inlet especially if the screen is either damaged, tilted and not seated properly or missing entirely. It is important that when fuel issues such as this are causing problems, that the WHOLE circuit is checked for faults. This includes working back to the gas tank. A little bit of dirt could easily cause the needle to stick open. Also a bent tang coule keep the float open as well.
