Hi, I would check the fuel shut off control cable that it is pushing the fuel control lever (on side of injection pump) all the way forward against the stop screw. The other possibly is resticted fuel flow from either clogged fuel filters or junk in the bottom of the fuel tank restricting fuel flow out of the fuel tank.
