Eric it sounds like two problems to me. On the low rpm miss out, I suspect your timing is too far advanced. If retarding the timing helps the idle but now it misses at high RPM, then I would suspect the two tiny springs that advance the distributor are worn. I had this problem on the 1951 H I rebuilt last year. On the wavering RPM with the engine turned off, take the governor side plate off and remove the spring and check the thruster bearing behind it. It should slide horizontally on the shaft but not wiggle. If it wiggles, then the bearing assembly is worn.
