There may be many reasons that the kill numbers were low. We're looking at an average 52.4 Pheasants counted on 30 miles of road for 2008. I haven't seen 52 Pheasants on 10,000 miles of road over the last 10 years in TN. If we don't shoot some Pheasants shame on us.
