This is an over-simplification but technically you already have a 1000 rpm shaft. the pto clutch output shaft spins at 1000 rpm and the 540 shaft is driven from it off an idler gear at the rear. However, your 1000 shaft is a shortened shaft that needs to be replaced with one having the spline at the rear. from looking at the parts diagrams, the parts should easily interchange, but the labor involved i am unsure of. parts should be available, as the same tractor design was carried into the IH684, caseih 685 and 695 and possibly newer. the 1000 rpm shaft would come out below the 540 shaft at the 3 bolt cover similar to the flange for your 540 shaft.
