There is a flow divider between the input to the steering and the loader. That may be the problem. I also believe there is a manual valve you use to change the steering and the loader over to the backhoe swing. If I am right in my thinking on your 3414 you have a engine mount pump that supplies the steering,loader and swing. Then you have a pump mounted on the crank shaft that supplies the other backhoe functions. I would start with the divider.
